Thomas Fothergill Complin Ringrose was born in North Mimms, Hertfordshire in 1825. He served an apprenticeship in Hertfordshire. In the 1864 he moved to Guernsey with his wife, and applied for a butcher's license. However, he does not seem to have spent long in the island, as his only son was born the following year in Essex.
